Resource Conservation and Development (RC&D)Last Modified: 11/17/2010 Three RC&D Areas administer the United States Department of Agriculture's Resource Conservation and Development (RC&D) Program throughout Maryland. Each RC&D Area is led by a citizens group called a council, representing official sponsoring organizations which include American Indian tribes, county governments, soil and water conservation districts, towns, local organizations, special districts and others. These local leaders focus on the environmental, economic and social needs of their area by assisting sponsors with projects to enhance the quality of life.
