Subject: PGM - Documentation of Signature Authority as Delegated by the State Conservationists
Date: November 28, 2008

Purpose. To provide guidance regarding State Conservationists' delegation of authority for program contracts administered through ProTracts.

Expiration Date. September 30, 2009.

Explanation. 

Current policy for delegation of authority for program contracts administered through ProTracts (AMA, EQIP and WHIP) is described in the Conservation Programs Manual (CPM), Part 512.1. Policy for documenting delegation has varied by fiscal year (FY) based on program guidance in effect at that time. The following describes those based on FY.

FY 2002 to 2005 contracts
District Conservationists were given the authority to sign CCC 1200 contracts.

FY 2006
Authority to sign contracts was based on permissions set in ProTracts. In 2006, District Conservationists, Acting District Conservationists and Program Managers had permissions to sign CCC 1200 contracts. Program managers in 2006 were Mark Rose, Tom Morgart, Anne Lynn and Steve Strano.

FY 2007 and 2008
Signature authority to sign CPA-NRCS 1202 contracts was granted by the State Conservationist to Program Managers and Acting Program Managers. Program Managers in this period were Tiffany Laws, Tom Morgart and Mark Rose. Acting Program Managers in this period were Steve Strano and Nancy Metcalf.
