Subject: PGM - Payment Processing for Conservation Security Program (CSP) Payments

Purpose. To provide instructions for second level review of conservation program payments

Expiration Date. September 30, 2009.

Explanation. 

Claims for payments for CSP will be processed as follows.

Counties will submit a completed payment request package electronically scanned to a PDF and encrypted as per NRCS policy via e-mail or hard copy express mail (Fed-Ex) to second level reviewers as listed below. Due to security concerns, faxes will no longer be accepted that contain a contract holder’s personal identification information. The District Conservationist for the NRCS administrative areas are responsible for ensuring all NRCS and affiliate employees are informed of this process to submit a payment package and other contract information. The County designated conservationist is responsible for the first level of review before the payment request is submitted to second level reviewer.

• Baltimore, Cecil, Frederick, Harford, Howard, and Kent to Sabrina Albright, Program Assistant, Western Maryland RC&D office.
• Caroline and Talbot to Nancy Basil, Program Assistant, Maryland Eastern Shore RC&D office.
• Carroll, Dorchester, Montgomery, Queen Anne's and Wicomico to Linda Elben-Adams, Management Analyst, at the Maryland State Office.
