Subject: PGM - Farm Bill Program Second Level Review for Payment Processing

Purpose. To provide instructions for second level review of conservation program payments

Expiration Date. September 30, 2009.

Explanation. 

Effective immediately, all claims for payments for EQIP, AMA and WHIP will be processed as follows. Guidance for CSP will be forthcoming.

Counties will submit a completed payment request package electronically scanned to a PDF and encrypted as per NRCS policy via email or hard copy express mail (FedEx) to second level reviewers as listed below. Due to security concerns, faxes will no longer be accepted that contain a contract holder's personal identification information. The District Conservationist for the NRCS administrative areas are responsible for ensuring all NRCS and affiliate employees are informed of this process to submit a payment package and other contract information. The County designated conservationist is responsible for the first level review before the payment request is submitted to second level reviewer.

• Allegany, Anne Arundel, Baltimore, Carroll, Cecil, District of Columbia, Frederick, Garrett,  Harford, Howard, Kent, Montgomery, Prince George’s, and Washington counties to Sabrina Albright, Program Assistant, Western Maryland RC&D office.
• Calvert, Caroline, Charles, Dorchester, Queen Anne’s, Somerset, St. Mary’s, Talbot,    Wicomico and Worcester Counties to Nancy Basil, Program Assistant, Maryland Eastern Shore RC&D office.
