Purpose. To provide guidance for review of open obligations for the fourth quarter (Q4) FY2009

ACTION REQUIRED BY: September 2, 2009 (date was changed from September 9, 2009)

Explanation.

The ROOT Tool is now open for 4th quarter open obligation review. You need to go into ROOT and complete the obligation checklist for obligations in your county or obligations for which you are responsible, for example agreements or contracts. As part of this review, you are to complete the Obligation Checklist for all new obligations entered into after May 31, 2009, and place a hard copy of this checklist in the appropriate file. For any open obligations in ROOT, please review the validity of the obligation by completing the checklist(s) provided in ROOT.

All obligations have been run against a set of criteria to indicate those that must be reviewed in ROOT. These types of obligations are as follows:

• • Obligations with no activity for 12 months that were not included in the 3rd quarter review.
• • Obligations previously identified in the FY 2009 ROOT tool for de-obligation, but have not yet been de-obligated in FFIS.

The deadline for you to complete the checklists and the determinations tab in ROOT is by close of business September 2, 2009. Please remember that checklists and certifications cannot be completed by the same individual.
