Subject: LTP - Farm Bill Programs Delegated Authority Signature List
Date: January 25, 2008
Purpose. To transmit an approved delegated authority list of
persons authorized to sign Conservation Program cost-share contract documents.
Expiration Date. September 30, 2008.
Explanation.
NRCS Required Signatures
Authority to sign the conservation plan (Form NRCS-CPA-1155) or
conservation plan revision (Form NRCS-CPA-1156) is delegated to the Designated
Conservationist. By signing, the Designated Conservationist certifies the
technical adequacy of the conservation treatment in accordance with NRCS
Conservation Planning Policy. (See CPM Part 512, Subpart B). The Designated
Conservationist is required to meet minimum planning and contracting training
requirements annually before signing the CPA-1155 or CPA-1156.
NRCS Approving Official
The NRCS Approving Official, as designated by the State Conservationist, will
approve all Conservation Program Contracts (CPC) using an electronic signature
to Form NRCS-CPA-1202 in ProTracts which obligates funds for the contract.
Contracts having financial assistance obligations exceeding $150,000 will be
forwarded to the Regional Assistant Chief for review and approval.
Two attachments are included with this bulletin. The NRCS Designated
Conservationist provides a listing of who may approve contract payments in
ProTracts. Only the State Conservationist may delegate and authorize changes to
this authority.
The Maryland ProTracts Permission Roles will identify the person(s) or
position and what permissions may be granted in ProTracts. District
Conservationists may request ProTracts permissions for staff they supervise or
field office affiliates (non-NRCS partners) as per the roles outlined. Requests
for ProTracts roles may be sent to the ASTC - Programs with justification for
assigning the role.

| The NRCS Approving Official and Designated
Conservationist will be the NRCS representative assigned to the field
office. |
| The Field Office Manager will not have payment
certification authority without justification approved by the State
Conservationist. |
| Affiliates are non-NRCS staff that assist the field in
contract management. Affiliates may be assigned roles in ProTracts at
the request of the District Conservationist (DC) designated for that
county. The DC will ensure the affiliate to be added has had adequate
training in ProTracts and Conservation Program Contracting. |
